This is completed in the New York - The Golden Handshake mission. You will need to reach Athena's office and eliminate all of her guards. Then turn her gramophone on and wait for her to react to it. After turning it off, she will walk to her award and you can use it to kill her. For the data core, you need to grab a briefcase from around the Bank and use it to conceal the data core when taking it from the vault. Before exiting through the main entrance, take the data core out of the briefcase and make your escape.

If you forget to take the core out of the suitcase, the achievement will still pop, just not instantly. I thought I botched it but it popped when I exited the mission to re-load an earlier save to try again.

the challenge must be bugged. I keep switching on the music and it says she's investigating, but back just carries on with her routine.

How to do:
First get a high security disguise, head straight to the target, distract her with the grammar-phone, distract or kill the guards in her room she will turn off the grammer-phone and look at the Award you can interact to kill her with this
For next part collect a briefcase these are scattered around the map
For the core turn off the security cameras in the security room on the right hand side of the glass doors leading to the vault get the card from the safe in the room so you can open the vault turn off the laser grid and then put the core in the briefcase, walk to the main entrance exit and just before leaving remove the core form the case then exit and bam the achievement will pop

Found an easy method, use the Hostile Termination story mission, when you are in the CEO office, once the guards are send away and she walks to the clock, make your way to the commemorative coins and pick one up, run to the gramophone and turn it on, now drop a coin right in front of the reward. The ceo will get distracted and walks over to the player and turns it off, then sees the coin and walks to it to pick it up, stand behind here and the option to kill here with the is now showing.
Optionally hide the body, grab the dropped content s and disable the cameras in the observation room (grab the ceo card while your at it).
Steal the core in any way your like, hide it in a suitcase (have one or grab one nearby (left far corner when standing before the glass door looking at the safe) and don't forget to take it out of the suitcase just before exiting through the front door.
