You can kill/incapacitate all staff & guards on the penthouse floor, & you'd still be able to unlock this Achievement or Trophy. This tip is for anyone who isn't particularly good at crouching/hiding in populated areas.

If you combine this with the kill where you push Morgan off the balcony, the staff clears out of the first floor. If you follow the inspection with Morgan, you can grab Morgan's bodyguard just after Morgan leaves the bathroom (there's a storage closet for the bodyguard in the room). Once you push Morgan off the balcony you'll have the floor to yourself.
However, there are staff upstairs in the room with the final 3 elephants in it, but the staff cleaning the one on the lowest shelf will move on her own and they can be shot from the nearby doorway. You'll likely draw attention, so run to a bedroom and hide in the closet until everything calms down.

This unlocked for me after running outside of the hotel, for some reason it didn't pop when I had actually shot all of the elephants.
