This is more of a bug fix than a guide, seeing as there is already a perfect walkthrough for all of the mission stories on the walkthrough page. However, there is a pretty big bug when doing the Submerged mission story. There is a very large chance that after you assassinate Delgado with the submarine, literally every NPC on the map (including civilians) will become enforcers and will be instantly hostile, engaging in combat and so on. Thankfully there is a way around it. After you finish the job with the sub, you will notice that everyone is not yet hostile. This is because they will become hostile AFTER YOU STEP OFF OF THE PLATFORM. The easiest way to fix it is this. From where you are at the control panel, head back towards where all the shelving units are (you're already facing that direction from working at the control panel), but don't step off the platform just yet. Make sure no one is explicitly looking in your direction. When the coast is somewhat clear, step off the platform. The INSTANT that you see the dots on your map all turn white, pause and save the game. Without unpausing, reload the save you just made and voila, no one is an enforcer anymore and you can continue on your merry way. Doing this will also preserve your No Evidence/Silent Assassin status if that is what you are going for. Hope this helps someone, as I was unable to find ANY info on how to get around this.
