This is completed in the Siberia - Crime and Punishment. First, make sure you have completed enough challenges in previous playthroughs to have 2X multiplier. Now, focus on hitting headshots and hiding bodies. The headshots and hiding the bodies will help with getting enough points. Hiding the bodies is also required for a Silent Assassin run. You can use your shock wave bullets to push bodies into hiding places if you ever miss.

From a fresh start with no upgrades I get the following achievements-
'In a league of their own' for getting above 1 million points.
'Never Knew what hit them' for getting silent assassin.

With the following Challenges-
'Hidden Tiger' for hiding all the bodies.
'Pink Mist' for scoring all headshots.
'Cold War' for hiding five bodies in snow.
'In the cut' for hiding targets.
'Fusil for everyone' for hiding body in the riot.

As long as you take out the bodyguards and target to begin with you can take your time. Watch for the fat bald target to head towards main building, The guard and his buddy near the lower area can be awkward.

Leave this achievement until after you completed all of the challenges, as this will get you a multiplier, then simply aim to achieve silent assassin and you will get 2 million + easily. You have to hide all the bodies and make sure no one sees a dead body. The 'situation contained' message will void silent assassin and you can restart. It's quite easy once you get a hang of it which you already should after completing the challenges. Here is my video guide.
