This can be unlocked by finding the Carlton Smith easter egg in the Siberia sniper assassin level. To do this you must shoot the locker marked 137, which can be found in the top far left window of the building in the centre, which Reznikov starts on top of. If the locker is shot correctly, it will upon revealing a rifle, Smith will then appear and take the rifle.

Is there anything further to do with Smith? I got him to the sniper tower, but he just keeps checking his ear piece.

I'm not really sure what else he does once he gets to the tower. I think he might start shooting at targets if an evacuation is started, but he's not particularly useful.

This is completed in the Siberia - Crime and Punishment. At any point during the mission, you can look in a window on the top floor, near the left end, of the main building (where Reznikov stays). There will be a set of lockers, shooting locker 137 will cause the easter egg to occur.
