To unlock this achievement, you need to complete the "Freeform Training" in the destination "ICA Facility".
This achievement is story-related and is impossible to miss.
After completing "Guided Training", you will be sent to this mission, where you can assassinate your target in any way possible. It just prepares you for what is to come in the future. You could easily do exactly what you did previously in "Guided Training" instead of having to do it in other ways. Just kill Kalvin Ritter and escape to the car, boat, or helicopter.

You can achieve this in an exceptionally blunt manner like I did by simply picking up the Fusil (to the left of where you spawn in, inside the building) and some ammo, standing right by the exit car, and waiting for Ritter to approach the railing. Boring and unimaginative but it gets you the achievement!
