complete the mission named " Till death do us part" first infiltrate the mansion using the hick disguise and invitation, once in knock out mansion hitman with hats and shotgun, head upstair in the attic and place bomb, go downstairs and wait until the father is under the piano and detonate, then go kill groom in his room and escape.

The Tier 4 achievement popped for me after completing Death on the Mississippi, which is the mission prior to Till Death Do Us Part. Perhaps it's popping at different times for different people, because XboxAchievements also lists it as this mission.

I did this mission for the 1st time (no stealth) got no achievement. Re-did it 100% silent and got it :)

This may be related to money earned and not missions completed. Those who complete missions as Silent Assassin will unlock it after fewer missions.
