You need at least mastery level 3 to get this. Simply choose to spawn in the courtyard and put something in the agency pickup. Achievement should pop as soon as you spawn

You will most likely get this naturally when going for the mastery achievement. All you have to do is select a different starting location and gear smuggle location (you can smuggle anything like a heavy weapon or even another piece of small gear that you didn’t have room for). The achievement will pop the moment the mission loads.
