Once you beat Colorado for the first time, you should have enough XP to get the mastery rewards for the first Pickup and Starting Location. If not, just do some other Mission Stories to unlock them. Then all it takes is to smuggle something in and start at your new location to get the achievements. You don't even need to beat the level. It should unlock before you are even able to move.
