How to unlock the 47 kills in a mission achievement in Hitman HD Pack - Definitive Guide
For those worrying about earning this on Professional, there is an easy way! I only did a professional run on this game, so I had no normal save and I didn't fancy replaying the entire game to get to a decent level.
So, I chose "Basement Killing" on professional. Obviously, its easier on other difficulties.
The only trick here, is to take the M60 from the start. I tried first with the Silverballers SD and Custom Rifle, and the guards chip your health away to much so eventually you die. I had the same problem on Terminal Hospitality....a bullet here and there, and eventually you die. With this method, I didn't get shot once.
Not because I'm great, but because the M60 is.
So, load the mission. Kill the guard straight ahead of you. Run right, and kill the guard exiting the left door. Then the right door. Thats 3 guards down.
Now, you'll notice the M60 has amazing range, and kills them virtually instantly. Just go to town. I just walked through the level, killing guards. Once every guard was dead, I killed civilians. When I killed the "target", I had 36 kills. After the target, I went back up for the final 11.
NOTE - THE TARGET DOESN'T COUNT AS A KILL. So, you'll actually kill 48 people here. 47+ the target.
The hardest part here is keeping a mental note. This gun and map, its really very easy, even on professional.

I used your method and ended up with 22 enemies and 26 innocents killed. Damn it, I swear I counted the number of dead bodies before I went to kill the target lol! I'll try it again tonight.
PS: Really easy map on Professional, and the amount of civilians running around really helped... especially when they couldn't fight back.

As I said, the hardest part is keeping a count of what you have actually killed ;) At least it doesn't take long on this map to run through it!

THE TARGET(S) YOU ARE ASSIGNED TO KILL DO NOT COUNT TOWARDS THIS TOTAL.
So, I restarted the game, selected cloud as storage (or usb) to ensure my professional save with all guns stayed intact, and started a new game on Normal. This puts you on the very first level, Asylum Aftermath.
You only start with a pistol, but thats fine, trust me. Check your map, all living people are highlighted. Enemies in yellow, neutrals in grey.
You will see lots of grey on this map. Go kill them all. They wont fight back. I got to the elevator with 18 kills.
Take the elevator to the second floor, grab the police outfit and the shotgun. Now, back to the first floor. Kill the nurse outside the life. 19.
Now, just use your shotgun to kill all the police. There is also a load of neutrals on here. Stop at 43 kills, as there are 4 outside you want near your escape car. I killed all the police on this floor, and most of the neutrals in the cells at the back. I stopped at 43, went outside, and killed the two snipers, the lone guard by the car, and the other patroling one. 47 kills.
Jump in the car. Done.
As this is on NORMAL, its virtually impossible to die/fail. It took me 6 minutes to get this.
The hardest part, is keeping a tally of where your up too.....but dont forget, on normal you have 7 saves, so abuse them if you want!
Id always suggest saving just before you exit the level, that way you can see your kills, and reload and add some more if you need too.

Perfect solution! I saved just before exiting the building from the 1st-floor window, leaving the final four guys outside. I nabbed all four but that ended up being 48 total (I miscounted inside the building and got 44 thinking it was 43), so I reloaded the save and iced only three before getting into the car. Thank you!

Ok Hitman fans, here is my solution for obtaining precisely 47 kills in a mission on Silent Assassin.
The level I found the easiest and least thought intensive was 'Terminal Hospitality' on Normal difficulty.
The method I used was to go through the level and complete the objective as you normally would (spoilers omitted). There are plenty of youtube guides out there to sneak through the level undetected.
After your objective is complete the lights will be out and there will be about 10-12 guys on the floor you are on. Kill them with the lights out they should not spot you. Silenced Ballers will work perfect. Continue running around the level killing everyone: guards, cult members, nurses and doctors while picking up their guns and ammo. Do not forget to kill the guy on the boat at the beginning. Save before you exit the level. I ended it the first time with 46 kills. I loaded up my last save from the level went back in and noticed one nurse I missed. Killed her then ended the level.
Edit: Nirumano has pointed out there are slightly more than 47 people in this level as he did kill 48. Thanks for the info. Make sure you check every level in the Mansion/Compound. Abuse your saves at intervals to give you a good idea of how many kills you have without having to keep track.
****VERY IMPORTANT POSSIBLE SPOILER**** There will be a guy that tries to attack you on the way to the exit. He will shoot a few bullets at you and run. You cannot kill him so do not even try.

So as previously mentioned targets don't count towards your 47, just civilians and guards.
I thought it should be listed for all of the available missions this is possible on since I couldn't find it anywhere, only where other gamers did theirs.
Hidden Valley - (72 People) 72 Guards
Basement Killing - (50 People) 23 Police/Guards, 26 Civilians, & 1 Target
Terminal Hospitality (50 People) 33 Guards/Cultists, 16 Civilians, & 1 Target
My suggestion here is play it on normal, that way you can check your map and re-count as needed. Something else I found easy is to drag the bodies around so they're easier to count, either split them all up or put them into semi-close groups of five or whatever best helps you.
Hidden Valley is probably the worst idea and pretty insanely difficult to do thanks to all of the snipers and just the large amount of people in general who all have guns.

Then he came back to the floor where I and some other civilians were running all over the place, back and forth. The maniac started dragging bodies around, putting them into little piles and counting them. We didn't know what he was up to, so we just kept running in front of him. Then he pulled out his gun again and started shooting us. Every time he killed one of us, he counted it off ... forty-three, forty-four, forty-five, etc. Occasionally, he would stop shooting and go back to dragging the bodies into little piles. When he got to forty-seven, there were still like 2 or 3 of us left. Then he put his gun away and left."

I did this on the level "The Bjarkhov Bomb". I killed almost everyone on the level. I believe about 6 were left. Kill about 43 or 44 and save the game and finish the level. At the end it will give you a body count. Reload and kill a few more if needed. Innocents count towards your 47.
The other solutions are wondeful, they all have a nice breakdown of sorts.
Below is a visual aid, in which he just murders basically everyone. But you can see he counts his kills at one point. Level is Basement killing and he brought only the M60. Difficulty does not matter but it is easier on normal and rememeber your target DOES NOT count as a kill.
