Just like with the 'Poisonous' achievement, you can get this one on the third mission. The last part of the mission has you planting 3 bombs on the outside of a submarine. Get a radiation suit from the warehouse to the northwest of the submarine, grab the bombs from the inside where the other lab people are working, plant them in the designated area, and simply run far enough away so you can set it off.

At this point the achievement will unlock. Easy!
