This is called "ghost buster" and its for killing the ghost in the mission "traditions of the trade". Theres several ways to kill thw ghost (basically any weapon will kill it) but the easiest way to get the ghost while keeping a silent assassin rank is this...
Start the level and drop ALL weapons except your fiber wire. Now run to the guards and let them frisk you to get access to the hotel. Now run through the outside doors. In front of you is a large staircase.....run to the door on the right. (Not the door that leads to the pool area, the door that leads to the closed wing). When you get through the door (if you have been running like I said) there will be a guard in this small room. Wait for him to leave and pick the lock to the closed wing. Now pull out your fiber wire and enter the closed wing. Run left and through the double doors. This is where you first encounter the ghost. Run right down the hall and hang a left and you should see the ghost in the hallway. Now while still running prep your fiber wire. If your fast and have been running thia whole time you can get behind the ghost and fiber wire it before it gets into theroom with the guy doing his "robert de niro taxi driver" impersanation. If you miss the ghost (which you most likely will the first few times until you get the timing down) then you can always go into the room with the the ghost enters and find it in the shower. However if you miss the fiber wire your only option now is to gun the ghost down which takes a lot of bullets and will attract much unneeded attention.
Good luck guys. Sorry no video but you can find one on youtube if you can't understand my directions for fiber wiring the ghost. Achievement pops as soon as you kill the ghost.
Fun note: once dead you can drag the ghost around the hotel without causing any suspicions. You can even drag the ghost back to its dead body by following the blood trails. But doing this gains you nothing its just fun to do.

If you miss the ghost you can just walk back to the door where you entered the hallway and look through the keyhole for a few seconds. The ghost will respawn in it´s original location which gives you another try with your fibre wire.
