To reach Paris Mastery level 20 you need to complete many of the 72 challenges to gain XP. I reached level 20 when I had completed around 45 of the 72 challenges, so you don't need to complete them all. The challenges can be seen in the main menu and pause menu, they include tasks such as:

Starting in different locations.
Equipping different disguises.
Finding different items.
Completing different assassinations.
Escaping from different exits.

When you complete certain challenges, it will appear in the top right corner as successful. You now no longer need to finish the mission for them to save and for your level to update. You can reload saves to retry if you miss certain opportunities and challenges can still be accomplished.

I have uploaded several walkthrough videos which will mainly be different assassinations which get you 5000xp each, but include me starting in different locations, finding items, changing disguises and leaving through different exits.

Looks like latest update may have resolved this issue.. It popped for me when I got to Level 20 but I should say that I only started the game a few days ago.. not sure if that makes any difference...

As of July 2017, 16 months after the game's release, this is definitely still glitched and I'm not holding my breathe for ever getting this to unlock, which is disappointing.

My achievement also glitched once I had reached lvl 20. I simply closed my game and then loaded it back up. Once I got to Paris when scrolling through the campaign the achievement then popped.

Currently I seem to have fallen victim to a glitched achievement. I have reached level 20 mastery, completed every challenge except the elusive contracts (not yet available) and a couple of the escalation contracts. I hope that IOI fix this as it is my final achievement!

I encountered the same problem as has been described above. I've decided to contact Square Enix and after some emailing back and forth, getting the issue escalated and providing screenshots detailing that the achievement did not unlock even though the unlock conditions had been met I just received this email:

Please note that the relevant team are currently working on a fix for your issue unlocking the Paris level and should be releasing an update that will hopefully fix this. Sadly, we do not have any information on when this will be released, so, for now, we can only suggest that you keep checking our website and the game for further news and updates.

I have made two videos, the first is a silent assassin run and is more recent.

Some of the challenges don't show during these videos because I have already reached max rank and completed most of them. So with that said, you might find you complete a few additional challenges I haven't noted.

Silent Assassin
Start with this video as there is no mastery required and you can get Silent Assassin straight off.

To Your Very Good Health | Poison Dalia Margolis 5000XP

This was the first video I made and contains the same method of eliminating Dalia but still you'll make some reasonable XP gains during this playthrough by completing everything else.

this is the hardest achievement in the game yet! you earn xp by doing challenges in Paris.

there are 72 challenges in Paris you do not have to complete them all so go for the easy ones!

best tips i can give you is take your time its not a races take things slow!
you will learn something new every time you play!
always use load never fully restart your game when you fail! "this helps a lot thank god"
read and listen to everything that is being said in the game!
you have to finish the mission for challenges to count!
i'll make videos soon for some of the hard challenges!

There are 4 groups of challenges
1.Assassination! 24 challenges / Hard
2.Discovery! 34 challenges / Normal
3.Feats! 10 challenges / Normal
4.Targets! 2 challenges / Easy

Challenges seem to not count if you fail, reload a safe or die so it seems like you'll need to do all of them in one sitting annoyingly.

these worked for me i did it on the sniper challenge killing 2 targets but i got spotted so i loaded it back up and done it right that time and it counted! there is about 5 or 6 loads to choose from make sure your selecting the right load or doing the challenge right ill have videos up soon showing you how its done! hope this helps

@ MC PHILABUSTA -- cumulative, many of them are mutually exclsive (i.e. kill target via drowning, garrot, poisoning, headshot, etc)

@ Mikestoke -- they do, however they do not show as checked when you reload, but you will get credit for them when you complete the mission.

A gamer 360. I completed the break from the auction challenge, reloaded a save, got credit at the end of the mission but on the mission challenge page it wasn't ticked. It has to be in one sitting.

it doesn't have to be in one sitting you need to make sure your doing it right and loading up the right save! the video i just put up on silent assassin suits only i had to do in parts because i keep screwing up but it still counted and ticked even tho i reloaded 4 time trying to get it right.

You get the poisen(the lethal one you can put in drinks that you need for assassination challenges) from dalia during the meeting as helmut. Its on the table. Poisen her drink to the left while she is on the phone.

Euler13 as soon as you reach 20 the achievement will unlock! have a look at your achievements as sometimes they don't pop up but do unlock.

@Euler13 I think you're unlucky to have reach Level 20 on a day when there's an Xbox outage. The same thing happened to an achievement in Rocket League. It's stuck at 100% and locked. It's not even "Done! Unlocking...". The achievement is basically fucked up, and will never unlock.

Thanks for the suggestions, TFV Ghost, but I've tried all that, and more. Sadly neeker75 is spot on. I, like so many others, was a victim of the Xbox live outage around 28-29 March. It looks like we're never getting it unlocked unless we delete our game save from the console and cloud and redo the entire game again. Not a chance!

This achievement wasn't very hard before, and it's even easier after the April update. You can pretty much hit level 20 in your first playthrough, just by saving and reloading. Escalations and Elusive Targets also count towards this.

ohh i forgot to say sometime if your to slow the target will walk a different path i don't no why this is but just load it up again and make sure you do it right at the right time hope this helps

I checked that. It didn't silently unlock.

I hit level 20 after doing around 45 challenges and the achievement didn't unlock. Since then I've completed every other challenge except the elusive and a couple of the escalation contracts and it still hasn't unlocked.

Interestingly, all the other achievements tracked progress, but I noticed that this achievement didn't. It was 0% until I got to level 20 then it went to 100%, but it still says, "Locked". Given the number of game breaking glitches in this game I'm hardly surprised. It's a great game, but it feels like an alpha-release. I don't know how so many bugs got past their testing team.

To increase your mastery level towards a mission, you must complete more and more challenges. In the challenges menu, you can scroll through the menu in the pause screen. There are multiple categories of challenges that are in every level and a category specific to the level. These categories are: assassination, discovery, feats, targets, and the level specific one. They may seem a little intimidating at first but rest assured they are quite fun and not as hard as you’d think. They range in value from 1000XP to 5000XP. It takes 6000XP to rank up in mastery level. There are some common themes throughout each of the levels, and I would personally recommend you do these because they are fun and easy(ish).

A lot of the assassination challenges are based around opportunities. After an opportunity is completed, follow them around until they get into a position that sets them up for a challenge, and then complete it.
The discovery challenges are all based on starting at a certain location and exiting via a certain location. These are worth 1000XP each and are extremely quick and easy ways of earning XP.
Sniper Assassin: you must complete the mission by sniping the target(s). You must also complete the mission without being seen, not being caught on camera, and you must not kill anyone except for the targets. You must smuggle in a silenced sniper rifle in a large agency pick up.
Suit-Only + Silent Assassin: this is generally the hardest challenge there is. It is actually quite fun to do and if you are struggling, you can simply look up the solution on YouTube. There is also a challenge for doing both of these separately, so you will get quite a bit of experience if you can do this.
Escalation Contracts will give you 5000XP, which is a pretty decent boost if you are trying to get to the next level.

This seems daunting at first but it is actually quite enjoyable and it makes you experience the many ways there are to complete a mission. Once you hit mastery level 20, the achievement will unlock.

NOTE: When you complete a challenge, you do not need to finish the level for it to register. In fact, you can even load up a previous save and it will still register a challenge as being completed. Use this to your advantage to minimize the amount of times you have to set up the circumstances for you to kill the target(s).
