I just spent 16 talent points and it’s only at 60%

I had the same issue. I spent 8 points and the achievement didnt pop. I manually saved and then loaded the last auto save and the achievement popped instantly. Funny enough, it showed all my points to be spent again. So if you're having this issue just reload the last save after spending 5 points and it should work.
