How to unlock the Floo Around the World achievement in Hogwarts Legacy - Definitive Guide
All Floo Flames are accessible besides the four through the main story line. The hospital wing can't be accessed without first doing the "The Cartaker's Lunar Lament" for Caretaker Gladwin Moon.
And the other three are:
I got all Floo Flames by travelling on foot for the top half of the map while exploring, then when I got the broom (which is advised). I used that by setting waypoints on each of the greyed out Floo flame locations to the South of Hogwarts.
The trickiest part was running through Poidsear Coast (narrowing part on the map from the North into the South). This needs to be done on foot. I fought my way through which will also earn you another achievement 😉 (So well worth persevering), but you may just be able to sprint through and dodge to get to the Floo at the bottom of the waterfall if youre not too strong on the combat side.
This will then open up the lower section of the map which is needed for other achievements such as the Demiguise Dread. In my opinion the Floo Flames should be your first completion just because of the doors it unlocks (pardon the pun) and makes the game easier later on.

I took all 83 flames, but the target percentage remained at 98%. Can anyone tell me how to unlock it thanks

Floo Flames in Hogwarts Legacy are essentially fast-travel points. In order to unlock a Floo Flame, so that you can use it to fast-travel, all you need to do is walk up to it and the flame will light and the icon will turn green, meaning it’s now activated.
A few things to note with this achievement. Firstly, the icons appear on the map from the off, so you don’t even need a map to find all these - just hover over an icon in the map screen and set it as your waypoint, then follow the route there. And secondly, you don’t even need to get off your broom to activate most of the open-world ones, so you’ll be able to breeze through this in no time whatsoever.
There are 80 Floo Flames in all (32 in Hogwarts; 3 in Hogsmeade and 45 in the Highlands). And they can be found in the following regions - again, just set the destination on the map screen and head there when you want to unlock one:
