How to unlock the Spilled Milk achievement in Hogwarts Legacy - Definitive Guide
To unlock Flipendo you need to complete Professor Garlick's two assignments. Upon completing the side quest "Professor Garlick's Assignment 2" you'll be rewarded with the Flipendo spell.
Now with the spell equip it's simply a case of tracking down some Cows and continually casting Flipendo on them, until the achievement pops. I found the most convenient place to find a Cow was just south of the "East Hogsmeade Valley" Floo Flame. You'll find three stood in front of a pop-up carnival tent owned by "Leopold Babcocke" who is also visible on the world map.

You'll unlock Flipendo a bit into the game in one of the assignment missions, It took me around 12 hours from the start of playing while doing every sidequest and map marker I went by.
I was able to find cows by going just east of hogsmeade, south of the "East Hogsmeade valley" floo powder fast travel marker. There were around 8 cows lying in a field, just below the "Leopold Babcocke merchant". If they only appear during the day, you can press right stick on the map menu to wait until day/night. You can hit each of the cows once or just hit one a bunch (they stand up very quickly).

Flipendo is unlocked through Professor Garlick's Second Assignment. With the new spell equipped, head to the merchant Leopold Babcocke in East Hogsmeade Valley. He appears all over the map; however, at this location he always has cows grazing around him. Now, use your spell to flip the same cow or a couple cows 10 times.
Progress Main Story until you get Profesor Garlicks second assignment which upon completing will unlock Flipendo.

I would like to offer an location where I did this.
Just outside Brocburrow, where the Merlin Trial is, there is a herd of cows. It also isn't required for Levisham to be used. I only used it when the Cow wouldn't flip over.

Find a small group of enemies in the open world. While fighting them, use a Chinese Chomping Cabbage and a Venomous Tentacular. Then, finish it off with a Mandrake. Return to Professor Garlick to learn Flipendo.
Once you have the spell, locate cows in the open world (there are some just south of the East Hogsmeade Valley floo flame next to the traveling vendor). Cast Flipendo on one of the cows 10 times and the trophy will unlock.
