How to unlock the Flight the Good Flight achievement in Hogwarts Legacy - Definitive Guide
There's a total of 3 races in which you need to beat Imelda Reyes "Best Time". During the races ensure you don't miss any rings and collect the yellow speed bubbles for a burst of speed. The target times are fairly lenient and you should achieve them even with mistakes. If you fail to beat the target time you can just revisit the race starting line to try again. See below for more detail on quest names and when the races unlock:

Race Location: Outside "Irondale."
Target Time: 2:26.
Race #3 Questline: "The Sky is the Limit."
Unlocked After Main Story: "It's All Gobbledgook."
Required: Purchase Broom upgrade (4,000) from Albie Weeks - Spintwitches Sporting Needs Shop (Hogsmeade).
Race Location: Southern tip of the "South Clagmar Coast."
Target Time: 2:42.
Shortly after completing all Albie Weeks quests he'll sell a legendry upgrade for your broom at a price of 7,500.

Race 3 isn't unlocked after 'gobbledegook' mission. It's not available until you complete 'in the shadow of the mine' with Seb Sallow.

I've even best Ruby Wiel's time on all 3 races, and it's still not unlocking. This achievement is for sure bugged

The first two races I managed to do legitimately after a couple tries. The third however I did twice and didn't get it, so the game gave me the option to skip it and I did (I thought I'd come back to it later when I felt like spending more time practicing it). Instead, after going through the motions with the conversations following the achievement popped. Not sure if it's supposed to do that, or if it's a bug. If it is, better hurry up and get it.
Note: As I said I got the times legit for the first two races, though maybe the skip will work for them as well.
Edit: I did play on story difficulty. That may be a factor and thought I mentioned it originally.

Unfortunately didn't work for me. Only got the option to quit or try again if my time didn't make the cut. Quitting after 3 or 4 attempts didn't pop the achievement. Went back and tried a few more times and eventually got it legit (and only just, time was 2:42:06 so thought I'd blown in by a few milliseconds). So maybe they have removed the skip option unless it's difficulty level specific? (I was on easy on this playthrough)

In order to be able to beat Imelda Reyes’s times in Hogwarts Legacy, you’ll need to do a few things first.
In terms of tips for setting each record, you won't need then. The times are incredibly generous. As long as you hit the yellow bubbles which are boosts, you'll be fine. Once you've finished the first course though, you'll have to wait a short while for the second course.
The story trigger for competing in the Irondale course (pretty much west of the Northern South Sea Bog Floo Flame) is the “Percival Rackham’s Trial” main quest. When that is complete, you can compete. Albie Weekes will first message you, however, to say that he has an upgrade available for purchase. This upgrade is 1,000 Galleons, and should be purchased to make the Irondale course easier.
The second and final story trigger, for the last Imelda time trial, is “Niamh Fitzgerald’s Trial,” which will give you access to the south, as well as unlocking the trial. This will of course give you access to the second broom upgrade as well, which will cost a cool 4,000 Galleons.
The trial itself can be found right on the southern coast, at the bottom of the map, west of Cragmoor Castle and near the Kneazle den. There won’t be a map marker until you get down low enough.
Beat Imelda’s final time and this will unlock the achievement. It’ll also open up the broom’s third and final upgrade, which will set you back a whopping 7,500 Galleons! Yikes!

The achievement may be buggy. I completed all 3 races and even broke all the records, but the achievement did not drop, and the progress remained hanging at 66%. I had to start NG.

You don’t have to win the last race at the History difficulty level (minimum), I also decided to postpone it and try to fly another time, an offer appeared to skip the quest, I agreed and it was protected as a win.
P.S. You can also skip the first two races like that - I haven’t tried it.
