Shortly after acquiring your pistol and SMG mod, you will walk further through the base and be prompted to build a molotov cocktail from components on a nearby table. Follow the on-screen prompts and hold the 
button until the circle around it is filled and as the molotov is added to inventory, you will unlock this Achievement.
Note that immediately following this unlock, the following Achievement should also pop:
