Turned it off (soft), came back 24 hours later and it started tracking again. Achievement popped.

Achievement must be unlocked in Resistance Mode as stated in the description.
It can be earned in public or private match thus any boosting method is available.
Best to use Survivor class for the most revives possible within one match (mentioned class is also used for "Professor Mayhem" achievement).
As a side note - I recommend to play only with this class for all multiplayer achievements.
If you have available XP to spend, then use it for multiple revives skill, then you can die couple of times in one match to be revived by your teammate.
Additionally, when you will use all available revives for a match, complete nearest objective by second player to be spawned on the map with revive amount reseted.
It will allow for multiple revives per match, which is a preferable way of boosting the achievement due to long loading times (even on ONE X).

Glitchy. Revived 2 players in one mission more than 11 times without dropping out. A total of more than 20 times. Dropped out after a lot of revivals.
