Citations are earned during Resistance Mode
The are awarded as gold, silver and Bronze.
So there are numerous ways to earn citations and the more you participate in the mission (not camping out) the quicker you will earn them. I couldn't find a written source listing citations and for some reason the game doesn't allow you to check your history. So I have compiled these from my own experience/memory
Personal Citations include:
Medic - Performing 2 revives
Headhunter - Headshots
Vulture - Scavenging parts/ looting corpses 10 for Bronze
Ruthless - Kills
Support - Assisted Kills
Hacker - Hack at least 3 enemy devices eg wolverines, armoured car
No parking - destroy at least 3 armoured vehicles
TakeDown - At least 3 Takedown
Brew Up - Construct at least 3 GTK items during mission
Drone Control - Hack 3 Drones
Weapon Citations - 10 Kills with 1 weapon
Dropping difficulty down to normal/ easy is a major help. At the end of each mission Press RB to switch to Citations screen this will tell you the xitations you have earned and the criteria to earn them again.
Comment with the specific numbers required or citations I have missed and I will update this list
