Once you purify an area and earn its dusteaster for your own garden, the basecamp area is unlocked. However, you need to actually purchase a basecamp kit from Abraham for 375 silver before you can build it. I didn't find these basecamps particularly helpful during the story (or after, for that matter), but your mileage may vary. I'd recommend purchasing these upgrades after you've gotten the Money Bags achievement:
