For this achievement it is super simple. As you are playing through the game you will need to come back to your base many times. Make sure everytime you come back you check the mail and do what they ask. The quests will help you for many of the achievements and will also give you a lot of $. This will also help with the 20,000 achievement that will probably be one of your last.
