After setting up a basecamp, see the related achievement for when and how to get these:
The Secret Achievement achievement in Homestead Arcana worth 208 pointsContinue playing to unlock this secret achievement
there will be a bell that you can ring to start a broom race. Your time starts when you fly through the first orange ring and is over when you fly through the last orange ring (rings in between these are all green). Simply follow the rings and finish under the required time to unlock several recipes and this achievement.
There is also a bell near your homestead, which should be available to ring after you receive your broom, but I can't confirm that as I completed this race after one of the basecamp races.
