I wasn`t able to get it in the world tour, but this can be done in time attack-races too.
Those are found in the playground (on the main menu), which is unlocked after completing the 2nd venue in the campaign.
Just take your time and don`t hit anything on the side of the road. You can do the "Reach 1st in 20 consecutive races"-achievement in those time attacks too.
Edit: like stated in the comment from supkris below my solution, it looks like the online leaderboards were removed at the end of march 2023 and probably the developer removed the time attack-mode also.

Maybe the game is updated and there is no more playground or time attack now. I am almost done with world tour but I see nothing like playground in main menu. Has only adventures, tournament and endurance

It's even simpler: download the free DLC "Rookie Series", it has minimal difficulty and only 9 mobs. On the first track I did it on the first try.
