This does not always work..
I was halfway through worldcup and had too many power-ups (also fuel) and I finished without going out of fuel.
I had to take a car with 4.3 to barely run out....
So depending on how many updates you have you may have to tweak it a bit..if you are fare enough ahead you can always bump a few times to lose a bit more fuel ;-)

For the people who have maxed their upgrades. I used Haze and did it first try. Bumped into signs about 5 times the last lap and barely made it to the goal.

Unlock the Dynamite car by racking up 3,400 points in the World Tour Mode. Go to the California cup, select the San Francisco area and select the race track called "Rocky Road". The Dynamite has a small fuel tank and you'll run out of gas by the time you've nearly reached the finish line. Avoid the fuel pick ups and use your boosts whenever necessary as the Dynamite will easily speed past other cars (you can still boost even after you've run out of fuel). Make sure you never pick up any fuel or else you have to restart the race. Also, make sure you don't upgrade your fuel tank by way of the upgrade races. In my case, I never upgraded my fuel tank. You can also repeat this method, but stop before the finish line to earn the Trophy called "Call Roadside Assistance".

Take the "Dynamite" car, since it has the smallest capacity, I did it myself in Chile - Santiago - La capital, save up nitro and do not collect cans throughout the entire race, and only at the end of the last lap before the finish, pick up cans on the right.

Chile - Santiago - la capital and select the "cable guy" car (the car opens for 2100 medals). We don’t pick up fuel the entire race (it’s located before the finish line, on the right), the fuel will run out before the finish line and one nitro is enough to finish the match (I didn’t use nitro the whole race)
