How to unlock the Harder, Better, Faster, Stronger achievement in Horizon Chase Turbo - Definitive Guide

Each of the 12 countries in the World Tour has an upgrade race. You'll need to finish in the top 3 in each of the 12 races to unlock an upgrade, but you'll need to win them to unlock the 100% of World Tour achievement.

Any reports of this not popping or popping late?
I only ask because I have completed all upgrade races with gold but no achievement.

Upgrades are fixed. At the end, you will simply be given the remaining upgrade to choose from. So basically you just select the queue to install them. Ultimately, the improvements will be the same for everyone.
