This is an "Almost Luck"-based Achievement, but you stand a better chance if the second-placer (behind you) is giving you trouble keeping you 1st place. I got this as the second was so fast it almost passed me on the finish line.

At the end of the race, having taken first place, you slow down before the finish line and try to cross the finish line in close proximity to the overtaking opponent. I got it right the 3rd time
