The first Challenge Event you'll encounter is in the second area of the campaign (Industrial Area).
Once you've cleared the first event of this area (a Waypoint event), you can now choose to head to the next node to the east or the north. Go up to the pink node and press A to view the details of this Challenge (which should be to complete the Unleashed goal of 2 Quick Races and if you're wondering, yes you can replay an already completed race).
Just accept the challenge, you don't even need to complete it for this particular achievement.
