This will probably be your last achievement to grind out, but there is an easy method to drift the remaining centimeters/inches once you finished everything else. Go to the Industrial Area and select the Waypoint Race "A New Challenge - Highway Oasis".
In this level there are several locations where you can grind infinitely. On the grass or on the road next to the parking car once you start a drift you can keep drifting in a circular pattern by holding the accelerate button and one of the directions. It works with most cars, but use a Twin Mill that has good speed, acceleration and handling. You do not need to worry about not finishing the level on time, the distance will be credited once you finish the race.

Confirmed that the rubber-band technique mentioned by @EvoSero works fine ... I used two rubber bands: one for Left Thumbstick; and one for RT (accelerator). You can get the drift going and walk away and eat lunch. I got about 4% progress per five minutes of drifting. I believe you'll get faster progress if you drift with a fast car and enter the drift circle at high speed. Dont forget to finish the race and exit the event!!!
If you want to use "Highway Oasis" Waypoint race: you can access it via the "Quick Modes" button on the game's Home page (i.e. you don't have to select it from the map).

Note that this achievement can pop during the above event, you dont need to finish the race. I farmed the spots 2 and 3 in the video, it seemed faster than the spot 1 which is on grass.

Grinding this out will take some time as you can expect to gain 1% progress per 1 and a half minutes of continuous drifting. You can do this grind by entering a Waypoint race on any course and finding an open area to do a donut while drifting. Just continue to drift in a donut to gain progress; however, you will need to complete the race and return to the main menu for your progress to count.
