As you might guess, the starting area (Tropical Island) is the best place for this achievement and you should play on easy difficulty.
Completing all goals means clearing the "star" goal and the "trophy" aka Unleashed goal of all 5 events (3 Quick Races, 1 Elimination and 1 Time Trial / the Boss fight doesn't count). All goals are pretty straightforward : just win by scoring first place except for the blue Time Trial node which tasks you with completing a lap on an obstacle course within 2 minutes. Even with your starter Balanced car, you should be able to clear it with 20 seconds to spare.
