Yo lo logré muy fácil solo ve al modo rápido carrera y en los filtros pon pista de carrera cortas y el mapa "Rugido Prehistórico" probé con varios carros y el más efectivo es el -Audi R8 Spyder- puedes usar otros que sean de la categoría Derrapador ya que con esos puedes dar los giros más rápidos y tener una pequeña ventaja con la IA solo aprendan la pista y será muy sencillo.

hard difficulty and put the offline game speed at 60 or 70 ( whichever you feel is best for you)
track doesn't matter as long as it's a quick race, no need for any shortcuts or anything as the lower game speed makes it easy -)

I would highly recommend using an Ultimate upgraded vehicle for this achievement because the rubber banding is as atrocious as the last game. Use boost as much as you can and try not to fall off or hit the wall as that slows you down.
