As long as you win the races (which is rather straightforward if you're on Easy difficulty), you'll naturally unlock this as you progress through the Hot Wheels City Rumble game mode.
It doesn't count the Time Attack races, but it does count Boss Races, any DLC Quick Races and Secret races.
I unlocked this at 22/52 Quick Races, 5 DLC Quick Races, 2 Boss Races and 1 Secret Uncovered (as well as 9 Time attacks).
