If you have the DLC installed it should come with some starter Hot Wheels for your collection. You'll need to upgrade any of the Common rarity cars to rare which you can do in the 'Collection' tab from the main menu. Gears are required to upgrade, which you'll need 200 of to upgrade a common car.
These can be obtained by Dismantling any car from Blind Boxes, which a common dismantles to 50 Gears. You can also obtain Gears in the City Rumble story mode for various race objective rewards.
The cars you can upgrade for this achievement will have a Yellow tag denoting 'Batman Expansion' so they're easily identifiable. These include:
Armored Batman
Batman Rebirth
Robin 2.0T
The Joker GT
The Penguin
