The "tutorial" for the track builder is short and runs you through the basics of the controls and different categories of track parts.
Just follow along, making a super short track with a start line, one track piece, and a finish line, then hit "Validation" from the pause menu and drive your tractor to the finish line.

Tried yesterday and failed. Hit the button for Validate a few dozen times, nothing happened. I'm too numb for this track builder.
