Pretty straight forward, simply finish top 3 in any rumble city race, online multiplayer quick race, or standard quick race against bots.
There seems to be some confusion that rumble city races don’t count for this but I can confirm they do. Naturally completing the single player campaign fully through will unlock this.

I can confirm the rumble city races do count towards this.

Is there a tracker for this? I’ve completed 1st place in all Rumble City races and it hasn’t popped.
