For this you need to make sure you fail a start boost by keeping it in the red 8-9 zone before take off at the starting line, then win the race. Shouldn't be too hard on Normal difficulty.

Start a Arcade single race and keep the difficulty on Normal. Fail the start line boost by holding the throttle in the red. Smoke will come out of the back of your car to indicate that you failed. Now just win the race. Increase the amount of laps if you are having difficulty.

You can boost this yourself. Log in with a second controller. Go to online and then host game. Set the max number of racers to 2 and the number of AI racers to zero. Fail your boost at the start by holding your accelerator down until your meter is in the red zone. Your car will splutter as the race starts. Complete the race and win.
