When choosing your game mode, before selecting it with A, press over on the D-Pad to make it two player. Any track, any number of laps, it doesn't matter, though you probably wanna go with just one lap. Just set the number of AI to zero.
Any time before you reach the finish line, turn you car around and start driving in reverse until you cross the line. The other car will disqualify by this time because of the countdown timer, but you will still be able to finish the race.

Yep did the same as above. Can't really see how you'd do this legit against the AI with how severe the rubberbanding is.

You have to get pretty close to the finish line because of the the checkpoint timer, but pretty easy to do

The aforementioned online play trick certainly works. Unfortunately, if you only play solo against AI, there's no way to cheese this that I know of. Time limits mean your opponent will be eliminated before you reach the finish line if you idle a second controller. Rubberbanding makes this an unreliable achievement, but Area 41 seems to be a track where it's more likely to finish a race with a 3-4 second advantage on normal difficulty AI, a timeframe that allows you to turn around and still win. If you are grinding all the achievements of the game, chances are you're replaying the shortest and easiest Grand Prix, GP1 with all cars. This one has Area 41, and I had various races where my gap was big enough to pull this off.
You can boost this yourself. Log in with a second controller. Go to online and then host game. Set the max number of racers to 2 and the number of AI racers to zero. Complete the race and reverse over the finish line. It doesn’t matter if Player 2 gets eliminated.
