This can be done with two controllers. Start by selecting Online > 2P and have the second controller join. From there select Host Game with 1 Lap, 2 Max Player Count, and 0 AI Count. Simply complete each race which takes less than a minute. This doesn't seem to track, so start with the first race and work your way down.

At the time of release there were 16 different tracks on the game, so you need to win a race on each of them. You can win them all on Normal difficulty.
