I've had a few bags land in the bin from across the yard and still no achievement. It seems buggy.

The proper way to get this that makes it really simple is to stack 2 of the larger scaffolding on top of each other. Then climb to the top of the stacked scaffolding and drop the trash bag into the bin at the base of the scaffolding. I got it first try that way. You can find scaffolding by searching ladders in the store menu. You can also sell them for the same purchase price so there's no loss of money.

Place the scaffolding a good distance away, for my attempt it took my character 5 seconds to walk from the base of the scaffolding to the bin.
When at the top of the scaffolding look above the bin and throw the bag, If the bin is against the map border the bag should hit an invisible wall and should just fall into the bin.
