This achievement requires that you clean a total of 3,000 stains.
You can gain this achievement through natural progression getting 3 stars on all story missions.
There is a quicker method for obtaining this achievement by using the new sandbox mode.
Load up a new plot and start by placing a wall in front of you, select the tool to add stains, add around 500 in one place on to the wall you built ( I found any more to cause performance issues when cleaning ).
After you have done this proceed to test mode where you can clean the wall and then return to edit mode where the stains will reappear.
Repeat until you reach around 3,000 stains cleaned and the next time you clean any stain in story mode the achievement should pop!
