What i did was after i build my basic house with Walls, Door, Roof, Windows and Floor.
Hold LT select Trash Generator.
Press LB select Throwing.
Soda Cans Yes.
Then just press RT to throw them on floor.
You most likey could select anything from list.

Doesn't seem to be unlocking, maybe the update just broke it? any special conditions?

edit - figured it out, you must not just throw garbage, you must also put dirt on the walls. simply build a wall, and add some stains to it, VIA LB Stains and dirt.
