You will need to obtain this from a property that isn’t your office.
I was able to get the achievement by purchasing a swimming pool (the one I bought specifically for it to pop was ‘Swimming pool Kreas with paving stone herringbone straight Gray’) build pool, get inside empty pool and fill it up with the hose and achievement pop.

I'm having the issue we're I can't get In the pool to fill it I just stand on top of it

This is not how to get the achievement. The other guide is correct, fill a pool or a pond 15 times to get it to pop.

For this achievement, you need to fill a pond or pool 15 times. It can be 15 different ponds/pools, or the same structure repeatedly.
It cannot be done with your office.
I have seen claims that it popped before 15, but it took me 15 fills with a mix of a pond and a pool.
