Really easy to get. Early on, you get a job to clean out a garage. The job is called "Cleaning the Garage". When you start the job, you'll be outside next to a car. Simply hold RT to move the car and this achievement will pop.

If you forget to do it while on the job, you can re-enter the job by going on your laptop, selecting mail, and then switching to the archive.

Not sure if it has changed since this solution was made, but now the car is inside the garage. You have to open the garage doors to get to the car then pick it up with RB.

Now updated with the job name - "Cleaning the Garage" has the car outside. The job "Garage :)" can also be used as mentioned by NafrayuNox and DarqStalker, but Cleaning the Garage is marginally faster for this achievement.

I started this mission first time, it was a double garage with a car inside. I missed the achievement, went back into the mission from the archive and now I'm outside a house with a single garage and the car is outside. So it can be inside or outside, as long as you lift the car you'll get the achievement.
