How can i get this achievement without owning the Luxury DLC ? I popped the other Luxury TU achievement without owning it so wondering if it's possible to get this one too or if TA need to reclassify something

I played the Luxury Update Demo level, walked right up to the blue inspiration bubble. Bought flooring from the popup, layed the flooring. And achievement popped.
