My own experience was taking the first dog I got from the first job on jobs to earn it experience and it eventually went to Adult on the penultimate job, however it became an Adult when I returned to my office after the job was completed.
I then followed the instructions from Rolodium of playing Casual Tug of War on another adopted dog and I witnessed the "evolution" of the dog from Puppy to Young, and then from Young to Adult. The achievement unlocked for me here.
I would theorise that this unlocks when you witness the animation of your pet going from Young to Adult. If it happens "off-camera" as it were, it may not potentially unlock.

I got my dog from puppy all the way up to adult and no achievement popped :(
Edit: So I finally got it but the difference is this time the dog grew to adult at my office and not whilst on a job.
A potential tip on how to quickly level a dog:
1. Interact with a dog and select Casual Tug-of-War
2. Stand just far enough away that the dog can grab the toy after you press Right Trigger
3. Immediately press Right Trigger after it grabs it
4. Repeat steps 2 and 3 (can't be done pretty quickly)
This took me about 2 minutes to go from Young to Adult (probably the same between Pup and Young)

Always have your dog go to work with you, interact with it every so often to keep it's needs met. Once you have had the dog with you a while it will age up to adult.
