You can get this as soon as you arrive at the Gamer's HQ in the sewers. There is a DJ in the main room. Simply stand still in front of him on the big open area and press 
(up) on the D-pad. Your character should do a random dance emote. You may have to press the button several times. If you are already dancing, pressing it again does a different random dance, there is quite a few. You can actually dance anywhere in the game this way but can only get the achievement there.
