This can be obtained in the Orbital Station level, near the end of the game. After you beat the main computer M.O.M. - by overcharging its electrical systems - you will arrive in a room with the hologram of the Great Administrator behind the table. You have to scan him to progress so he is non missable. Right form the hologram is a big red button on the table. Jump on the button to unlock the achievement.
