You have to jump on the big, red, all seeing eye in the Administrative District.
After you finish the Prison main mission you get a key for the Administrative district and be able to get this achievement right away IF you have the stats for it. Watch this video guide first:
What happens in the video:
1, I teleport to the top of the tallest building in front of the eye (you have to climb it for the first time - use the smaller building behind it, not the one which is connected to it by flying rings).
2, Then I charge my power meter on the right side by pressing the trick button (
or 
) twice and holding the second press down. This supercharges my abilities for a short time.
3, Afterwards I jump to the top of the building and jump off slightly left from the tip.
4, Steer myself a little early on then ground bounce (with enough falling speed press jump -
or 
- right before you land) then steer myself towards the invisible red wall above the eye and use it to keep myself from falling to the side.
5, As I firmly land the achievement is unlocked (don't need to tag it like in the steam version)!
My character is very high level on the video (ultimate chips in almost every slot) but this supposed to work with much lower ones. A good jump, bounce and speed stat to some extent is a must have for this. I had ~60% for jump / speed and ~25% for bounce. Technically if you can climb the building where you have to jump from you only have to worry about the bounce stat. Worth to mention the Greendy type character I play has 0% bounce by default - I had to raise my stat with upgrades and a pet - the basic character is much more balanced.
When you get up to the apartment terminal just below the top do a scan/save right away. If you miss the jump you can teleport back right where I did.
