After reaching Rank 100 in the Haven District (completing missions, making deliveries, performing tricks across the map, etc) and completing a couple of short missions to receive a key, you will gain access to the Sewers.
Once you reach the first open area of the Sewers, you will need to climb to the very top via the obstacle course to reach the Gamers' HQ. Once you emerge at the top, the achievement will pop.
