As far as I am aware this item only appears in "Rabid Coyotes", however you are required to grab quite a few of them, and they only appear in a select few recipes.

• White Shroud Flower:
These flowers are notably easy to find in the camp, city missions, and swamp/woodland missions. Generally these can be found anywhere a medical herb can appear.
